SIRE 2.0: a set of new compliance requirements for Shipping Companies

The SIRE 2.0 regime is a digitalized tanker inspection program with updated tools and enhanced governance processes that was introduced by the Oil Companies International Marine Forum (OCIMF) to ensure better safety and quality standards.

The inspection program requires inspectors to fill in a real-time questionnaire that is based on potential risk, and is customized for each individual ship with regard to hardware, processes and human factors that prevent and reduce risks.

The questions within the questionnaire can be divided into: (i) core questions, referring to each inspection and addressing risks that could lead to catastrophic outcomes; (ii) rotational questions; and (iii) campaign questions, in response to accidents or industry trends identified by OCIMF.

One of the most significant innovations in SIRE 2.0. is the Health & Safety compliance, to which the Shipping Companies are called upon.

Crew members are indeed required to acquire a deep knowledge about SIRE 2.0 standards, in addition to have the necessary skills to respond effectively to any potential problems that may be identified during inspections.

SIRE 2.0 standards cover, inter alia, ship conditions, safety management systems, crew competence, pollution prevention and emergencies response, and thus require maintenance, inspection, and regular repair activities of equipment and critical facilities.

The following components are therefore critical for satisfying compliance requirements: (i) the safety management systems (SMS), which must cover all aspects of ship operations, including safety procedures, crew training, maintenance, and emergencies response; and (ii) the training and education of crew members, who must have a thorough understanding of SIRE 2.0 standards, industry guidelines, and best practices.

It is expected that compliance with SIRE 2.0 standards will help mitigate the potential adverse consequences of accidents, ensure the safety of crew members and ships, and protect the environment.
